In a large container, combine water, kosher salt, and brown sugar. Stir until the salt and sugar have completely dissolved. Add the fresh rosemary, lemons, and oranges.
Place the turkey in the brine, ensuring it is fully submerged. Cover the container and refrigerate overnight.
Preheat your oven to 325°F. Remove the turkey from the brine and pat dry with paper towels.
Brush the turkey with melted butter and season with smoked paprika. Place in a roasting pan and roast for about 3 hours or until the internal temperature reaches 165°F.
Remove the turkey from the oven and let it rest for about 30 minutes before carving.
