In a bowl, combine white rice and 1 cup of water. Add the cinnamon stick. Let it soak for at least 2 hours, or overnight for a more intense flavor.
Transfer the soaked mixture, including the cinnamon stick, into a blender. Add the blanched almonds. Blend until all are well ground.
Using a fine mesh sieve or cheesecloth, strain the mixture into a pitcher, removing solids.
Add the milk, vanilla extract, and sugar to the strained liquid. Stir until the sugar is dissolved.
