Rinse the rice in a sieve under cold running water until the water runs clear. This removes excess starch and prevents clumping.
In a large pot, combine rice, water, and the cinnamon stick. Bring to a simmer over medium heat and cook until water is mostly absorbed.
Add milk, sugar, and salt to the pot. Continue to simmer gently, stirring often, until the mixture thickens, about 20 minutes.
Remove from heat and stir in vanilla extract and raisins, if using. Let it cool slightly, then sprinkle with ground cinnamon before serving.
